Luis E. Chavez Basagoitia

Ambassador Luis Enrique Chavez Basagoitia is a career diplomat since 1985. He graduated in International Relations from the Diplomatic Academy of Peru and holds degrees in Diplomatic Relations at the International Institute of Public Administration in Paris, as well as in International Management at the Faculty of Law and Political Sciences of the University of Paris I (Panthéon-Sorbonne).
Prior to his appointment to Geneva he has served in Lima, Peru, as Director General for Multilateral and Global Affairs (2012), Director General of State Protocol and Ceremonial (2011) Director of Multilateral Political Affairs and Security (2004) and Director General of Personnel (2001), among others.
He also served abroad, as Deputy Permanent Representative to the United Nations in New York (2006-2010), Consul General in Buenos Aires, Argentina (2005-2006), Counselor at the Permanent Mission of Peru to the International Organizations in Geneva (1996-2001), Second Secretary of the Embassy of Peru in Colombia (1991-1993) and Third Secretary at the Embassy of Peru in Venezuela (1987-1991).
He has participated as speaker and delegate of Peru in various international events, particularly for Human Rights and indigenous issues.
He has taught diplomacy and international negotiation at the University San Martin de Porres and at the Diplomatic Academy of Peru.
Married with three children.

Luz Caballero

Born in Huacho in 1960, Minister Counselor Caballero has been a diplomat since 1985. She graduated in Law and Political Sciences at San Marcos University, studied International Trade at UCLA, USA, and has Masters degrees in Negotiation and Administration of FTAs and Mediation and Arbitration in International Trade from ULACEX, Panama. She has worked in the Peruvian Embassies in Bolivia, the UK and Panama, was Consul in Los Angeles and Alternate Permanent Representative of Peru to the International Maritime Organization in London.
At the Ministry of Foreign Affairs, she worked in the Under-Secretariat of Political Affairs and the Under-Secretariat of Economic Affairs where she participated in the negotiations of several FTAs. As Director of Economic and Financial Organizations, she participated in the drafting of Law No. 28933 which created the International Investment Disputes State Coordination and Response System, and was appointed Alternate Representative of the Ministry to the Special Commission created by this law. In Geneva since March 2009, she is the Chief of the economic team covering WTO (Aid for Trade, TPR and Fishing Subsidies), UNCTAD, WIPO and ITC. lcaballero@onuperu.org

Hubert Wieland
Minister Counselor |
Hubert Wieland Conroy graduated from the Diplomatic Academy of Peru in 1983 and entered the diplomatic service in 1984. He holds a Master Degree in International Relations from the Graduate Institute of Geneva and in Constitutional Law from the Pontificia Universidad Católica del Perú.
Mr. Wieland has worked at the Embassies of Peru in Austria, Germany, Denmark and Russia, as well as at the Permanent Mission in Geneva (1990-1992). He has also worked as staff member of the Office of the High Commissioner for Human Rights. He finally served as General Cónsul in Bogota, Colombia.
Mr. Wieland is in Geneva since September 1st, 2011.

Carlos Rossi Counselor
|
Counselor Rossi was born in Lima in 1965, Diplomat since 1996. He is an economist from the Pontificia Universidad Católica del Perú with a M.Sc. in Politics of the World Economy at the LSE with a thesis in Technological Positioning, and a specialization in foreign affairs and multilateral trade negotiations at the ENA-IIAP from France and CICOM/FGV. He worked in various economic research projects at Group of Analysis for Development (GRADE) and the Central Bank of Peru. He was the Head of the Trade & Investment Promotion Office in the Embassy of Peru in the UK and in the Consulates General of Peru in Milan and Rio de Janeiro, receiving training in the CBI and the ITC. Mr. Rossi also worked at the cabinet of the Secretary General of the Presidency, and was appointed Director for Finances, Director General of Administration and Executive Director of Management and Preservation of State Property Abroad at the Ministry of Foreign Affairs of Peru. He is in the Permanent Mission of Peru in Geneva since February 2011 and is in charge of the CTG, CRTA, CTD, WGTTT, Agriculture and its negotiating groups, NAMA, ITA, Debt and Finances, as well as UNCTAD and APEC Caucus. He has been appointed as Chairperson of the WTO Working Group on Trade and Transfer of Technology for 2012 and GRULAC-UNCTAD coordinator for the first semester of 2013

Luis Mayaute

Luis Mayaute was born in Ica in 1972, graduated from the Diplomatic Academy in Peru in 2000 and entered the diplomatic service in 2001. He is an economist graduated from the Pontificia Universidad Católica del Perú and has made a Master degree in International Economics at Paris 1, La Sorbonne, Paris, France. He has also worked in a private bank in his country before entering the diplomatic career.
Counsellor Mayaute’s first destiny had been Ecuador, where he worked in our Embassy in Quito from 2003-2006 and was designated by his country as General Consul of Perú in Loja (2006-2009).
Within the Ministry of Foreign Affairs, he has worked in political areas and lastly in the Cabinet of the Viceminister of Foreign Affairs from 2010-2012.
In the Mission, he’s in charge of WIPO topics and other aspects related to intellectual proerty at the WTO such as the Council for TRIPS and Rules of Origin, as well as Trade Facilitation, Technical Barriers to Trade, SPS, Market Access, Import Licensing, Accessions and Working Party on State Trading Enterprises.

Katia Angeles

Katia Angeles was born in Lima in 1971. Diplomat since 2001, she is graduated in Law from the Universidad de Lima. She served at the General Consulate of Peru in Los Angeles and worked at the Directorate for International Economic Affairs at the Ministry of Foreign Affairs of Peru. Ms Angeles is in the Permanent Mission of Peru in Geneva since july 2011 and is in charge of the Council for Trade in Services, DSB, Trade and Environment, Safeguards, Antidumping and Subsidies and Countervailing Measures, cooperation and ITC matters. kangeles@onuperu.org

Carlos Sibille

Carlos Sibille was born in Lima in 1979 and is a Diplomat since 2006. He is graduated in Law from the Pontificia Universidad Católica del Perú and has a Master Degree in Diplomacy and International Relations from the Diplomatic Academy of Peru and a Master Degree in Public Administration from the ENA of France. Within the Ministry of Foreign Affairs of Peru, he has worked in the Under-Secretariat for Multilateral Affairs where he was part of the team in charge of the Peruvian Membership in the UN Security Council. He has also worked in the National Directorate of Protocol where he was part of the team in charge of the preparation of the Peru APEC Summit in 2008. He works at the Permanent Mission of Peru in Geneva since January 2009. He is in charge of Human Rights issues, Peruvian Membership in the Human Rights Council (2011-2014) and Human Rights Treaty Bodies. csibille@onuperu.org

Magaly Traverso

Magaly Traverso, was born in Lima in 1982, holds university degrees in Law and Political Science from the Universidad de Lima. Graduated from the Diplomatic Academy of Peru in 2008, she joined her country's Diplomatic Service on 1st January 2009, as Third Secretary. She has previously served in the Office of Privileges and Immunities and in the Cabinet of the Foreign Affairs Minister. She has been serving at the Permanent Mission of Peru in Geneva since 18th July 2011 and is responsible for matters related to the ICRC, IOM, GFMD, WHO, UNHCR and OHCHR.

Sara Alvarado

Sara Alvarado, was born in Lima. Graduated in law at Pontificia Universidad Católica del Perú in 2005, she has a Master degree in Diplomacy and International Relations from the Diplomatic Academy of Peru. She joined the Peruvian Diplomatic Service in 2009 as Third Secretary and works in the Permanent Mission of Peru in Geneva since June 2011.
